Clueless on building enviroments

Hi

I'm trying to create a rubber ducky using github/visual studio (latest version) but for the life of me I cant figure out how to follow the github tutorial.
I'm stuck on this one in particular github.com/brandonlw/Psychson

I cant seem to manage to use the CMD commands he lists even when in the directory of the env build on my local PC.
Any helps or tips would be much appreciated!

it doesnt recognize any commands listed there, for example "pipi". I dont think i'm building the enviroment correctly so if there are any tutorials on just that I may be able to figure it out (for the latest visual studio)
