If you know html/css then it shouldn't be a problem for you to integrate jq/s scripts. You don't need hardcore coding for a portfolio. Your works should speak for you and not your source code. Just make it look representative, professional and tidy.
Don't know what your portfolio is about but I wouldn't advise you to use any CMS.
