The quality setting shouldn't affect the lag at all. If it was caused by the texture filtering option, it would be continually slow, but it wouldn't lag, so it's not the cause.
I optimize the game for variety of devices so it runs as smoothly as possible, however since I have only a handful of devices available, it would really help if you posted your phone/tablet model and specs at least, so I can do any optimizations.
Try rebooting your phone as well and then playing the game, it's possible that other processes in the background might be slowing it down as well and making it unplayable - I recently had such case, where the game was lagging to much, but once the phone rebooted, it ran completely smoothly.
