Yes, it is a template for a Builder-stub application. Which is common for hacking tools, obfuscators, etc.

Normally a program is build once, in order to make any change in it you must build it again. Builder-stub applications allow a normal user to build an application according to their needs, without compiling it again.

What exactly is this application for though? Anything you want it to be?
